EU Policies as opportunities for upscaling Nature-based Solutions

This report maps out which existing and emerging EU legislation offers opportunities for upscaling Nature-based Solutions (NbS) in the Netherlands. The report identifies six concrete policy processes for the coming three years, including the National Restoration Plan, the Common Agricultural Policy, the Water Framework Directive and the National Energy and Climate Plan, where NbS actors can engage to structurally embed NbS in national plans and measures.
In addition, seven European best practices are discussed, such as the Danish Tripartite Agreement for greening agriculture, the UK Biodiversity Net Gain system and the Copenhagen Cloudburst Management Plan, which can serve as inspiration for the Dutch context. The report concludes that EU policy provides an enabling framework for NbS, but that national policy choices are decisive for actual implementation.
